The letter includes Imam Ali’s (AS) pieces of advice and his orders to Malik Ashtar when he appointed him as the governor of Egypt and the surrounding areas.
The qualifications of a governor and his responsibilities and the fact that ruling should be in favor of the people as a whole have been clarified in the letter which also covers some advice about advisers to rulers.
